Hi.
Advice please:-
1. New build public house.
2. old public house refurbishment.

What guides to use please, not advise but guides to use. Both no public entertainment going on, drinking only.

1) Part B of the Building Regulations is sufficient, exceptionally
2) Part 6 of BS 5588
You should also be contacting the Local Authority Fire and Rescue Service who will be dealing with the Licensing aspect as part of the Licensing process, as well as making application for the necessary licenses.
Could save you time effort and money later on!

Sorry, for the refurb the Home Office 'primrose guide' is still used although major refurb work would attract Part B of the Building Regs
