Title: Suitably qualified?

I am looking to add an additional staff member and think I have an ideal candidate. The chap has a real interest in fire safety and would like to work for me undertaking fire risk assessments. Obviously, he will get experience and knowledge in shadowing, but my clients ask for the assessors to be ?suitably qualified? so was wondering what was the best route to get him there? (He is Liverpool based)
