Wanted- contractor to install dry fire main in York

I am seeking a contractor to install a horizontal dry fire main at a development in York. The main will not conform to BS9990 - I want to install a reduced diameter main circa 70mm for operational reasons and have a letter from the fire and rescue service agreeing to the design.

However all contractors approached so far will only install 100mm as they are frightened for their Third Party Certification if they install something non compliant with BS9990. Its more than their jobs are worth despite myself and the fire service taking responsibility for the design.

100mm is a problem on this retro fit to an existing site where water is limited, we wont want to deliver high volumes to a fire in the initial stages (3 storey very small blocks of flats)  and because hydrants in the area are poor I dont want to waste valuable water from the tank of the first attendance simply filling a pipe thats too big.

The main will be horizontal, external and will run about 50m from the appliance parking position to terminate close to the entrances of two residential blocks. There is no vertical component or any installation in the buildings.

I would have suggested Phoenix Fire Services as a lot of "We do everything" contractors sub to them for all riser stuff, but they appear to have just been snapped up by Initial - still may be worth an ask if you haven't already.
