But the difficulty is that dangerous substances etc may well have a detrimental effect on fire safety measures that would be considered suitable in normal premises and circumstance. If we have been told the FRA is not suitable without DSEAR inclusion, how can we offer or provide a document poporting to be a FRA?

The speaker offered a get out of jail paragraph to put in our fire risk assessments to make it clear to the RP  that our fire risk assessment did not cover the risk arising from process or dangerous substances falling under DSEAR.
What was the speaker's suggestion K?

BLEVE If a premises is likely to be subject to the DSEAR/ATEX you could insist a DSEAR risk assessment is conducted before the FRA or would you sooner have two risk assessments done under the DSEAR and FSO? Also I would think most FR assessors would not be qualified to conduct a DSEAR type assessment.
All my responses only apply to England and Wales and they are an overview of the subject, hopefully it will point you in the right direction and always treat with caution.

NT he offered the para to anyone who asked, I did not find out as I already have this covered in my standard format.

Tom you are right DSEAR is a different competence requirement and one that is quite expensive to attain and maintain. HSE do courses at their Buxton HQ - the problem is to attain competence you have to conduct a number of assessments under supervision, for the fire risk assessor who may only  encounter DSEAR issues occasionally it is neither practicable or affordable.

Went to firex north today, very poor turnout
Colin Todd was one of the debators about the Enforcement Model, made some good points, nicely paced speech ;D

Yes Davo, I have, in my time, spotted my bestest chum, Sir Col, sporting some very unorthodox "sockwear"

Some say he is the "Gok Wan" of fire risk assessment world.

His socks are often carefully colour co-ordinated to match his eyes, you know.
