Hmmm...

The list of contributors isn't heavily over-burdened with representatives from the enforcing authorities.

Balanced input plus an objective of setting some useful recommendations that give guidance on the acceptability of alternative solutions to ADB would have been interesting but this falls short of that.  I don't quite understand the objectives of the exercise.  As far as it goes, it's quite readable, but it doesn't seem to go anywhere. 

I guess it's a compilation of some useful generic information for those undertaking analyses of such situations.  Fair enough.
