RRO and Caravan sites.

I am intrigued as to how the RRO CAN BE APPLIED TO CARAVAN PARKS(LICENSED OR NOT).Does the RRO HAVE PRECEDENCE OVER CARAVAN SITES AND  CONTROL DEVELOPMENT ACT 1960?Any opinions would be appreciated.
