Thank you all for your comments and advice.

In my calculations I have been discounting the largest exit, and have been challenged a couple of times as to why I had used this method.  Hence my query to you guys.  I am happier now knowing the responses received to date.  The guidance produced to date (by the Scottish Exec, because I'm in Scotland) does not mention discounting the largest exit.
