92.4 In sheltered and extra care housing schemes, there "will be reliance ultimately on rescue by the fire and rescue service"in the event that residents cannot escape by themselves.

Emergency evacuation of persons with mobility impairment
The means of escape you provide must be suitable for the evacuation of everyone
likely to be in your premises. This may require additional planning and allocation
of staff roles ? with appropriate training. Provisions for the emergency evacuation

? evacuation lifts;
? firefighting lifts;
? horizontal evacuation;
? refuges; and
? ramps.
Use of these facilities will need to be linked to effective management arrangements
as part of your emergency plan. The plan "should not rely on fire and rescue service"
involvement for it to be effective.
What are the thoughts on the differing guidance given on reliance of fire service for evacuation of the premises?

The DCLG guides are being rewritten by the same people that wrote the specialised housing guidance (the first three are out) so I'd wait and see what the new ones say.
Resi Care and Specialised Housing are different types of premises with differing strategies too.

I am a little confused as to your point. You are comparing two different types of premises.

The principle is simple enough
Resi care - operator acts loco parentis (I may have spelt this wrong) - eg the care home operator is directly responsible for the residents like parents are for their kids.
A such the staff should have a plan to evacuate the residents as appropriate - fire service rescue is the back up when that doesn't work
Specialised housing - people live under their own steam (kind of) and nobody is responsible for looking after them 24/7.
If they cant evacuate themselves, then they need to be rescued.
It gets a bit muddy around the edges cos people play silly beggars

The LFB will employ anyone with a pulse now and not as fussy as they were in my day. They are just a bit fussy about which contractors they retain
I identify as largely retired - but keep my hand in from time to time as I am frightened about getting old, sitting around all day trying to keep my paranoia under control. However, I did smile when I saw your daft photo - but I am not going to admit that to you ;)
Sadly Oddjob died in 1982, but if he had made it to my place he may have struggled with the stairs at 102 years old as I am decorating my downstairs loo

Davey, I think you miss the point. I am sure that you and your only cronies you worked with after leaving the 3rd best FRS in the whole of London were all males of the species, because there were no female fire safety officers who had done their 30 years soft labour. So, as the correct terminology for an old fashioned lift designed for FRS use is a firemen's, lift, so you and your old cronies were firemen, having joined as such. Anyhow, it is a biological fact that most females could not reach the 130 dB(A) response to any challenge to their fire safety demands, as adopted by your generation of I/Os.
