Does anybody know how often disabled refuge communication points should be tested???

BS5839 Pt 9 on EVC is the document you need to look at.  It states weekly and monthly test and quarterly and 6 monthly maintenance for other accessories.

Also, Take a look at BS5588, this will give you some information too.
