The FETA guide says an annual inspection service should be carried out once, preferably twice a year and regular visual inspections.  This is a summary of their guidance:

1. Flow test to confirm 30lpm
2. Inlet valve and piping in good condition
3. Glands and seals allow smooth movement at joints
4. Hose in good condition
5. Nozzle shut off working
6. Hinge working smoothly
7. Wall fixings tight
8. 'FIRE HOSE REEL' and instructions clearly displayed
9. Hose length adequate
10. Access adequate

BS5306 Part 1 covers hose reels.  Hope this helps.
