Who would you serve a Notice on for a Company that has no UK base Office, either European or USA with the employer being in those types of areas?

The staff are all employees, hiring and firing are completed by recruitment agencies on behalf of the parent company and the individual premises have no one dedicated as being in control?

They must surely have a registered office in accordance with UK company law? Try companies house.
Or a quicker way to find out would be to libel them.

Also consider the person who receives the rack rent, probably a managing agent. They are the owners and you need to look at the degree of control they have.
