Over the last 14 months I spent 4 months acting up as temp crew manager then 10 months acting as temp watch manager. Last month I reverted back to ff. This week the brigade have advertised a watch manager position, which states that applicants must be substantive crew managers holding that position for a minimum of 12 months.
I would like to apply for the post but cant because of the stipulations. Can anyone tell me if this above board or not???
I thought in the “new and modernised” fire service that anyone could apply for any position regardless of his or her role.
In my opinion I feel as though I am being discriminated against. Surely if I can meet the PQA framework for the role of watch manager then I should be allowed to apply for that position.
Any thoughts welcomed.

I would say apply, pointing out your experience etc. afterall they can only say no. If you don't apply they can't consider your application.

You are a firefighter?
You should have been through an ADC and be a substansive competent crew manager as this is an in-band promotion.

Sorry mate but thats the deal with the ADC system. Unfortunately no matter what they tell you to the contrary, the ADC "IS" a promotion exam. If you want to gain any promotion you must pass the relevant ADC for the management level you are interested in. People are getting confused because they think the days of promotion exams ended with the demise of the LFfs and Subs exam. In effect all that has happened is that they have been replaced with one single test for both posts. The advantage for the employers being that they can give ops jobs to someone who applies from outside the service and has no understanding of the FRS, although it is sometimes being sold as something else(i.e. a test of "potential"). The answer to your question is unfortunately no, you will not get a substantive promotion unless you do the ADC.
