Have a look at this site http://au.todaytonight.yahoo.com/video The dangers of ceiling downlights.
This is an Australian report, but are we seeing the same problems here?

it mentions that the insulation above the ceiling is catching fire.

This should not be a problem if they are professionally installed but the diy'er may not make sure the fitting has the required clearance.
