Title: Article 17 - Efficient state, efficient working order and good repair

Can someone explain what the fundmental difference is between "good repair" and "efficient state."  Do the two terms really have any difference in meaning?

efficient state means that it works and good repair means that there is a maintenance programme with testing and servicing to keep it that way.
