Title: Fire risk assessments and insurance payout

Does anyone here think that an insurance company would ask for the fra if a fire occured and if there wasn't one in place,  they would then refuse to pay out?

2. yes - though they may not be justified as the FRo looks at people protection rather than asset protection

If relevant persons were injured they could well want to examine the FRA. If there isn't one that could be a get out for them

They would not refuse to pay out and could not, unless this was a warranty of the policy.  I have never known an insurance policy to have such a warranty.

Let's face it, if insurers started refusing payouts on the basis of their customers being in breach of legislation, then they could probably refuse to pay out in most fires.  A non starter, I think.
