At what stage of construction must the fire prevention be in operation. this will be a 20 story tower

Well... it depends what you mean to be honest.
Clearly all fire precautions should be in place, commissioned and functional by the time the blocks are ready for tennants to move in, but temporary procedures will need to be instigated to protect the construction teams working on the site whilst the block is built, and also any visitors such as prospective buyers visiting a completed "show home" in the block whilst other works are ongoing elsewhere should be considered too.

The Fire Safety Order applies to Construction Sites as well as the Construction Design and Management Regulations which has fire bits in it. Therefore, it applies from hole in the ground upwards.

A good publication on this subject is: 'Fire Prevention on Construction Sites', which is a joint Code of Practice on the protection from fire of construction sites and buildings undergoing renovation. This is published jointly by the Construction Federation and the Fire Protection Association and is available from the Fire Protection Association.
