Can someone confirm for me what item of fire legislation covers the retail units within stations. This is not 'subsurface' retail but street level retail. The units do form part of the underground station.

There used to be something about connections between undergound stations and other premises in the London Building Act  (great big flood doors etc)

Some shops in london connect with the tube at basement level.

Transport Fire Safety
 
Responsible for the enforcement and interpretation of the sub-surface railway stations regulations, and providing advice on new/redevelopment of sub-surface railways. Sets policy and gives advice on surface railway development and other transport fire safety issues. Also sets policy and provides advice to borough teams and other external organisations on new and existing road tunnels.

If part of a sub-surface station the unit will be covered under the Fire precautions (sub-surface railway stations) reg's, even if the retail unit is on the surface.  Only LU can give you definitive advice on whether this applies or not.  RR(FS)O applies too.

LU has it's own Fire Protection standards, which include active and passive fire protection (including very strict standards on Fire safety performance of materials in all sub-surface and some surface stations), to which the unit might have to comply and there might be relevant safety obligations under the TfL lease as well.  If part of the station all works done will need to comply with those standards.

the fire precautions(sub surface) regs 1989 (Section 12 regs for short) are still in force and where not repealled with the introduction of the RRO.

yep, was meant to be repealled and superseded by an addendum to the RRO last october, then this April, now it's this october. i expect your getting the picture by now.
