Can someone advise me as to what constitutes a section 20 building in London? Where does it fit within the RR(FS)O?

From LDSA Guide, 1997.
(a) A building with a storey or part of a storey with a height greater than 30m; or
(b) A building with a storey or part of a storey with a height greater than 25m with an area greater than 930m2; or
(c) A building of warehouse class, or a building or part of a building used for the purpose of trade or manufacture exceeding 7,100m3 in extent, unless it is divide by division walls in such a manner that no division exceeds 7,100m3.
The guidance is supposed to be overhauled in the near future, to be in line with Building Regulations.

True, the focus is to prevent large fires before the fire service attend, but does Article 17(6): maintenence of facilities provided under other enactments apply? So, even though operational fire-fighters are not relevant persons under the FSO, fire-fighting provisions provided under local acts/building regs should be maintained in good working order?

True - assuming they are for the safety of fire fighters - its never what you'd call clear
