Hi

Does anyone know if the Dubai Government has its own Building Regs relating to fire safety and any Fire Safety Legislation?

If so is there any way to access the info?

I don't think it has its own standards, every company working out there applies its country standard, it's a bit of every thing... etc but far less than South Africa standard, which applies a mixture of Australian and America standards...

But try through Quatar ambassy, they welcome of all business and investements issues, just say you are looking for investements out there, and therefore you want to know about their standards...... etc !
Regarding the legislation it's very strict :)

I know Locke Carey Associates based in Dartford have been involved out there for a few years.

I think they have accepted strategies based upon US and UK standards and their own Civil Defense codes. From what i've heard, they prefer NFPA standards.

NFPA do seem to be taking over from BS in Dubai. But I get the impression from the grapevine that things are a little volatile.

If you see in USA, fire code differs from state to other state, in Dubai it largely differs from building to other, it depends of, who built it up?

Ultimately, it is not impossible that new fire standards may see the light in Dubai, since new architectures of buildings and infrastructures have been designed…, the new standards may definitely be a marriage of the existing international ones with new additions… etc

Aye, it seems to be which ever country the architect is from that is the standard that has been applied.

Any local existing standard may not be sufficient to cover the new buildings designs and fire safety requirements in Dubai..., the infrastructures built out there are really new releases, new look, new shapes... etc that's just my opinion, just see the example of the Olympics ‘Bird Nest’ stadium in Beijing... etc, I would guess, they have used the best available of each existing standards… etc, and now they are looking for other alternatives based on new technologies… etc

Davey,

I hope that this hasn't reached you too late, I have had a bit of a palava getting registered on this board.

As has already been mentioned the safety law/standards are a bit of a mix. For strategy purposes and building layout they stick to NFPA (particularly 101 and 5000) but with some BS for things like AFD. Sprinklers are to NFPA 13. I have a bit of paper given to me by Civil Defence (treasure anything that is physically given to you by CD they so rarely give you anyting in writing) which lists the standards they require. Having said that I don't seem to have it with me at the moment but if you require what is on it I will get it and give you the information.

There are rumours that there will be an Emirates wide Fire Code which, I think, Locke Carey are helping with.

You are lucky to be dealing with Dubai CD. They are well organised and generally very helpful and put the Civil in Civil Defence. Most of my work here is in Abu Dhabi where things are very different. They only have two engineers to approve every construction project going on out here. Understandably they are under a lot of pressure and hence not entirely consistant in their approach. AD Fire Code is based upon the version of NFPA 101 which was current at the time of translation (I get a feeling early or mid nineties). This has been translated from English to Arabic and then back again so you get some chinese whispers. Plus they are very reluctant to approve engineered solutions and prefer to stick to prescription.
