Hi

Can I have your views on the following LACORS Guide query?

(Para 2.1) The scope of the guide covers all buildings which have been constructed [therefore purpose built] or adapted for use as domestic dwellings.  However it states (Para 2.3) that it does not apply to properties constructed or converted to a standard in compliance with the Building Regulations 1991 or later (and which still comply).  (Para 22.2) Virtually all residential premises where people are sleeping will require some form of automatic fire detection and warning system and (para 22.7) there is no risk low enough to negate the need for some form of detection and warning system in the house.

Is it suggesting that all purpose but residential buildings [particularly thinking of general needs flatted accommodation] pre-dating 1991 Building Regs should have an alarm system fitted retrospectively?

I would like an opinion if you think this is what the guide is recommending?

I think the guidance is referring to the dwelling itself and not necessarily the common areas- it refers to "the house". This view is reinforced because it refers to the 91 Buildign Regs where some form of detection in dwellings became a requirement.

Otherwise it would also have referred to CP3  et al.

Unless the HMO was purpose built, or converted to Building Regulations  you can't guarantee that the level of fire seperation / resistance in the premises is adequate. Thus early warning is a requirement within the common areas


A HMO not converted / built to Bulding Regs would need a fire alarm system in the communal areas AND within the individual flats themselves. If built / converted to current standards there is no requirement for fire detection in the communal routes!!

Now thats very kind of you, your Majesty, unfortunately I believe it was a certain organisation that the jolly and rotund Sir Philip of Barry once worked for that taught me that.
