Title: High Rise Building requirements

What would have been mandatory in a 28 floor office completed between 1965 & 1970 at the time it was built?

I mean in respect to smoke control, alarm & AFD, MoE, fire service provision, etc, etc as I don't have any old guides going that far back.

I know what it would have now and what it needs to have done to deal with various challenges it faces in effective egress etc but wonder if it actually complied at the time as it's in an area of the country where a number of over 18m buildings got away without meeting the standard of the time.

It's not London so doesn't benefit from the extra safeguards under Section 20.

Problem is it's outside london so wouldn't have come under s20.

Basically, should it have been sprinklered throughout & have fire fighters telephones in the fire fighting lobby based on the (non London) standards/regulations at the time.

It should have had a fire certificate under the old FP Act legislation- maybe the old OSRA deemed to satisfy certificate- but that may still be languishing in the deeds at Head office. That would set out what was required- CP3 is relevant - but I reckon chapter 4 part 1 as Retty suggests just covers blocks of flats- there was a different part covering offices- I think it was part 2 or 3- will do some digging to see if I can find anything.

I cant find the CP3 chapter 4 documents described, but all the CP3  chapter 4 series were based on the following report and much of the info you need will be found within link below- see Post-War Building Studies No. 20 Fire Grading of Buildings Part I. General Principles and Structural Precautions by Her Majesty's Stationery Office, 1946

This website is probably the best source of historic data apart from the fire service college library- if that hasn't burned down yet.
