Can anyone tell me if someone providing annual certification for domestic (HMO) fire alarms and emergency lighting has to be on a competent persons register of member of a trade body. I use a company for HMO annual who has IEE 17th Edition sparks but not on a register or part of trade body e.g NICEIC etc. What is the legal position and where would I find the guidance ::)?

No they dont. The Responsible Person has to satisfy themself that their contractors are competent to do the job. Membership of a register is source of evidence indicating competence but is not essential. Diligent selection may involve scrutinising the contractors training, qualifications and experience.
