Anyone aware of these "new" regulations? If so has anyone work out their significance?

Yes.  Fire wardens must be able to do their job.  Those who are doing fire safety roles must be able to do so.  Those who undertake tasks with fire safety issues must be able to understand the risks and what is expected of them.   etc etc.

Basically, don't go giving the office numpty any sort of responsibility.
