It does raise the very interesting question of why we would accept a lower level of safety for people who are living as a religious order than those who are not.

According to the Civic Government (Scotland) Act they are exempt from the HMO licensing scheme, as they are registered or monitored under alternative schemes: although I am unaware what that is, can anyone advise?
