Low to medium risk two storey offices in converted building with single staircase. Occcupants can escape to outside within 18 metres.
Is protected route required? I would normally say No, dependent on risk and level of detection, but perhaps enclose any higher risk areas.
What concerns me is the section in blue guide which advises dead end conditions to be enclosed etc. This would indicate all doors should be FD in this type of building.
Any opinions out there would be welcome.

Small premises guidance is in ADB but risk assess away.

The guides do give the option of AFD in the rooms off an initial dead end instead of fire doors.

Have you considered the small building guidance in ADB or BS9999 / BS5588 part 11?
Is the 18m total distance of travel from furthest point, down the stairs to the final exit?

Yes, travel distance within 18m to final exit!
