Very interesting but tragic, sad reading. Let’s hope lessons have been learnt and the recommendations are implemented.

While people keep correctly quoting BS 5839-1: 2002 as the source of a requirement for fire alarm cables not to be supported by plastic clips, it was, in effect, necessary for compliance with the 1988 code.  It is a popular misconception that concerns over plastic clips to support these cables is a relatively recent requirement. It is not. The system at Harrow Court should not have had the cables supported by plastic.
