Hi folks just a query....our organisation is looking at to fit or not to fit sprinklers in a couple of high rise blocks greater than 30mtrs although not a legal requirement it is still being considered.
Can anyone clarify or point me in the right direct preferably without having to read various acts etc. that in Scotland retro-fitting of sprinklers to high rise general needs residental purpose built flats is non mandatory but during/following a refurbishment it is mandatory??

Refurbishment, by itself, never produces a need to enhance existing standards in a building to more modern levels. If the refurbishment extends to include "material alterations" then measures will be required to ensure that the level of safety does not deteriorate because of those alterations.

I'm pretty sure the principle holds throughout the UK. Have a look at sections 0.4 and 0.5 in the Technical handbook which you can view online.
