A sporting/conférence venue use's an agency to provide waiting and bar staff at their events and as such does not directly employ persons except for Event and Bar managers, all waiting staff are employed/paid by the agency. These are not one offs but regular events and staff can vary dependant upon size of event etc. There is quite often more that one event on at a time.
As persons are employed they must be provided with fire safety training, who is responsible for providing the training, the event location or the agency. Any thoughts

I suppose there are two responsible persons here. The employer and the person who to any extent having control. I would suggest that both have a responsibility as required by legislation covering co-operation and co-ordination, employee fire safety awareness training, outside undertakings, outside contractors and their employees.

Ultimately, the responsible person has to be the event organiser. It is they who have all the relevant information regarding an evacuation.
All such events should be covered by an emergency evacuation plan which should give precise details of what the requirements of the situation are. If none exists then one should be created. A single plan can cover more than one event if they are all similar. No fire risk assessor could conduct a fire risk assessment without a clear idea of the emergency evacuation plan. The compilation of an emerghency evacuation plan will inherently make clear who the responsible person is.
