Title: Impose fire safety conditions on outside contractors for HMO's?

I have had a landlord of a HMO who has thrown his teddy bear out of the pram when on his fire risk assessment I said that I wanted to see fire safety conditions imposed on contractors in place. He said in his own words "that is bit belts and braces". Is it?

 Surely he needs to let his contractors know that they shouldn't block exits, leave combustible material next to the property not to interfere with fire alarms (cover detectors with plastic bags) etc and have them sign something.

Belt and braces no. It's bread and butter basics. Keep trying to educate your client. Some will not learn, it's best to walk away from them.
