A church hall is of standard concrete block, rendered, throughout. It has little in the way of fire load and apart from arson and perhaps an electrical fault, it is difficult to imagine how a fire would start let alone be propagated and sustained. The hall is one single room with toilets. Escape doors are provided direct to the outside. The hall accommodates circa 200 and has a fairly large volume with vaulted ceiling.
The internal block walls of the hall have been painted before, however, there is no evidence of paint build-up. The painters were half way through applying an emulsion paint when they were stopped. The hall holds an entertainment licence and the officer has demanded proof that the paint application is Class 1. I acknowledge the requirement but is this OTT?

yes its probably OTT your description probably constitutes a sufficient risk assessment to justify it but on the other hand its an easy fix if you use something like Crown Timonox. Paint adhesion is probably the critical factor though

It's emulsion, water based and on every corridor in every care home, every office block, sheltered scheme and hospital. I think I would give a tin to the officer and ask him if he/she can get it to burn.

I would agree this would have perhaps be OTT if the Officer had insisted on class 1 being applied retrospectively or following a FRA, but as the paint was being applied at the time, it doesn't seem such a bad idea

It would seem that over time with a build up of layers the finish may not provide class 0.

Is there an amount? And is it such a significant risk?
