Title: Staff Accomodation

Large private estate with accomodation provided with employment.
Two flats within building used for other purposes.

Remaining areas within the building are either private or come under the RRO.
Fire in these areas may impact on the safety of flat occupants.

Do the flats come under the RRO?
Or does it stop, as with the general definition of flats, at the entrance door.

The flats internally are domestic premises and inside the front door is not subject to the RRO. However the occupiers of the flats are relevant persons who could be affected by a fire in other parts of the building or in any communal areas and so the FRA of the remainder of the building must take them into account.
