Title: Fire Evacuation of unstaffed sleeping accomodation

If a small premises offers overnight accommodation (6 rooms)at the rear of a pub/restaurant and is situated remotely from the main building how would you be able to inform the fire authority on arrival that all rooms had been vacated?

Is this one of those situations where you can only provide adequate fire alarm/detection, clear escape routes and final exits and adequate lighting and fire equipment along with the normal fire instruction notice in the rooms to reduce the risk ALARP?
   
You cannot rely that the owner is available to assist with the evacuation so any advice would be appreciated :)

How would you tell the fire brigade on arrival at the Hilton park Lane that it had been evacuated.
