Title: Enforcement notice

Local council have served an enforcement notice under NI  fire safety legislation on a local social club. There are some issues raised on the notice that seem questionable. For example, the FRA indicated a recommendation to carry out PAT. The priority  on the FRA was designated "medium". I expect most folk would see that as reasonable and probably apply it to many types of premises. So if it is not done it then becomes a matter of enforcement?

I wouldn't say so ordinarily unless there is obvious damage and the electrical items are clearly a fire hazard or have the potential to be?

I normally record as a recommendation or comment in the FRA. Also the Health and Safety Executive advocates a proportionate, risk-based approach to the maintenance of portable electrical appliances within the workplace. This guidance is simple and clear to follow and can be found on the HSE website maintaining portable electric equipment in low-risk environments.
