Can anyone explain the RRO in just a page or less? Just a general summary of what it is about, who will be affected etc..

for a starter its not the RRO its 'A' regulatory reform order there are many of them out there, its title RRO(Fire Safety) should perhaps be best referred to as the Fire Safety Order 2006 - any comments anyone?

it basically replaces all other fire safety legislation - concise enough?

Regulatory Reform (Fire safety ) Order 2005 is part of the Governments Regulatory Reform Act.
As Dave says it replaces repeals revokes over 100 pieces of fire safety legislation. It is a Health & safety order a final touch of the european 6 pack.
It places a duty on the "responsible person" to carry out a risk assessment to find its preventative and protective measures it needs to create a "safe place" from the effects of fire.
The Fire Authority are the lead enforces.

I quite like the Fire Safety Order or "FSO" for short.

It gets rid of fire certificates and lets the responsible person arrange their own fire safety.

i.e. as little as they can get away with and more besides!  :-)

I share your concerns but the FSO is inevitable. There is a lot we dont know yet: How will be enforced and interpreted by the FRSs and courts? What will the final guidance will look like? We are in for an interesting few years.

The guidance will be interesting - if it appears in time!

It's also interesting how different brigades are approaching it in publicity in commercial fire safety sections of the websites - several do now refer to it, but most are shying away from any great detail (probably as in the dark as the rest of us) & passing youto the ODPM site. Some however don't even acknowledge it at all & IIrC one is stuck in the 70's & 80's with it's main references being to certification with even FP(W)R missing.

A common minimum standard for guidance should be set - there are a few pro-active brigades with lots of guidance notes, etc on the web, however many are useless if you are a business looking for the basics

Is the Scottish the same as the English? if not what are the differences? will they come into force at the same time?

The Scottish Act is set out in clearer terms, referring still to the 4 means. All the Eurospeak gobblydygook is to be contained in further regs made under the Act. The effect is more or less identical with minor variations. CFOA now have a simple guide to the RRO.

FSO also refers to 'relevant' persons - i.e. persons resorting to the premises (legally)
