I think the units referred to are more to do with reacting to nuclear emergencies at MoD sites or at any accidents resulting from military nuclear activities.

What about power stations i.e. BNF? Or from extremist activities i.e. dirty bombs?

Normally the Civil Nuclear Constabulary and the local emergency services are tasked to deal with accidents at civil nuclear sites.

Dirty bombs would be dealt with by the local emergency services too with specialist back up from the military if required.
