fire risk assessments.

someone from a works fire service has been given the resposibility by his fire service manager to formally carry out fire risk assessments of the buildings on the site he works on.
the person concerned has asked his fire service manager for a recognised risk assessment management qualification (nebosh) as he currently has no formal risk assessment qualification, but has been told by his manager that as a crew commander in their fire service, he is deemed competent by the company he works for to carry out the aforementioned risk assessments.

who would be liable if a building which he had risk assessed been lost to a fire and a contributing factor was something he failed to recognise during his assessment, him or his employer? ..... and  are there any recorded reports of people being prosecuted for carrying out incompetent fire risk assessments available anywhere or online which he could copy take to his manager to use as a bit of leverage to get the qualification he should have?

personally i believe his employers to be in the wrong.

any info would be great.
