Do you want everyone and anyone to fill in this questionairre? For example, I work as a risk consultant for an internaltional insurance broker, so I don't think a FRS trading in my area will affect our profitability as I recon we made billions last year mainly through selling insurance.

I think you need to be clear who you are targetting this questionairre at, this is a public forum and there is no membership criteria here.  I can't help but think that all it would take would be for 50 librarians/chefs/mechanics to do the survey and state that FRS doing FRAs isn't a problem to skew your questionaire in the wrong direction.

Quite simple really, teaching individuals the basics of a FRA on a 4 day IFE accreditted course assits in the greater aim of all FRS in securing safety for the occupants and visitors to their areas.  FRS can not trade, the circular prevents that but they can save on expenditure by placing the money they earn for training others into their budget and thus save jobs and council tax.  County council run FRS take money into their council pockets.

Valid point, I am new to this forum and assumed membership would be from the fire industry. I agree that we should limit the questionnaire to this sector.

An FRS can trade for profit in competition with the private sector if the set up a trading arm. as Essex does for example. This service offers risk assessments, hire of vehicles and equipment, fleet vehicle servicing ETC. Turn over 1.8M last year.
