Fire Strategies

Hello
Can anyone give me some advice where to look up information, documents, examples etc of Fire Strategies for properties new and old. I am not 100% up to date with this subject and wish to learn more. I have PAS 911 but have not seen a documented Fire Stategie yet.

Is this a fire strategy to support an application for Building Regulations approval or a fire emergency plan?

Is the building likely to be broadly compliant with ADB  or will fire engineering be required?
The reason I ask is because its horses for courses- for a building that is broadly compliant the strategy document just  supports the H&S file produced for the CDM  and Building Regulation 16B so runs through the functional requirements B1 - B5  summarising how the requirements are met   but if  a fire engineered solution is required then much greater detail is required justifying the proposed solution.
