I have just received the email below which had been sent by building control: -


''Provide a fire risk assessment on how the fire safety within the building will be managed on completion i.e. testing for fire detection, vents, emergency lighting and fire doors.''

I have undertaken assessments prior to occupation i.e. fire safety snagging list for developers but never been asked for this - the premises is an 18 apartment new build scheme that hasn't even started yet!

Part of the changes to the Building Regulations 2007 was the provision of a Preliminary FRA under the Building Regs.

Its not really a risk assessment per se, its meant to be information on the design of the building so that the RP can do an FRA once it is occupied.

More of a strategy than an assessment is it not? You can carry out an assessment of how effective a strategy is.

The main reason behind the introduction of this guidance was to ensure that any departures from the guidance/engineered solutions were recorded so that the responsible person was aware of the fact that the layouts encountered may not strictly follow the guidance.

For example if I agreed that an accommodation stair could be used as part of the means of escape for a new building or that no FR was provided to a dead end due to the fact that suitable detection was provided. The provision of information under the Building Regulations would record this fact, so that when the FRA was carried out, someone did not request that FR be introduced, or noted that the escape stair was unprotected and therefore needed enclosing.

It is to establish who has agreed what areas of the design and the principles behind the departures so that they can be considered by the person undertaking the FRA.

I would also think this should be addressed as part of the work required by The Construction (Design and Management) Regulations 2007 part 4 section 38 Prevention of risk from fire etc.
The presence of those seeking the truth is infinitely to be preferred to those who think they've found it.

the info required under the CDM regs is about working safely on the building (window cleaners, maintenance engineers etc) not safe use of the building.

between 16B and CDM everything should be covered.
