The main reason behind the introduction of this guidance was to ensure that any departures from the guidance/engineered solutions were recorded so that the responsible person was aware of the fact that the layouts encountered may not strictly follow the guidance.
For example if I agreed that an accommodation stair could be used as part of the means of escape for a new building or that no FR was provided to a dead end due to the fact that suitable detection was provided. The provision of information under the Building Regulations would record this fact, so that when the FRA was carried out, someone did not request that FR be introduced, or noted that the escape stair was unprotected and therefore needed enclosing.
It is to establish who has agreed what areas of the design and the principles behind the departures so that they can be considered by the person undertaking the FRA.
