Intrinsically safe or not

Whilst carrying out an FRA in a subsurface tank room containing the back up supply of diesel oil for on site generators, it appears that not all of the equipment in the area is intrisically safe. The guidlines using DSEAR are indicating due to the flash point level of the fuel oil being above 55C and that the fuel is in storage only with no processes taking place where the diesel is heated then the tank room falls outside of the zoning arrangements set out in the ACOP. Is this correct?

Sounds reasonable as diesel does not give off explosive or flammable vapours at normal temperatures and pressures.  But have they allowed for a malfunction of the heaters or eliminated that risk ALARP?
