Risk inspections of High rise buildings

What are peoples opinion on the definition of a High rise/tall building?  My FRS intends to place high rise buildings within a risk based inspection programme, and is looking to define above what height/number of floors would constitute a high rise/tall building.  Current guidelines (ADB and 5588 Part 5) state 'those buildings with an uppermost floor greater than 18metres above FRS access level'. Is this too specific though? Clearly there are issues surrounding risk and those processes, people within it, Operational response, but at this time, a framework of a inspection criteria is being looked for.

Appreciate responses and opinion.

I do believe that in the olden days a high rise (for FS purposes) was anything above the working height of a wheeled escape.
The ops syllabus in the recent StnO exams i believe referred to high rise as being anything above the 4th floor. Incidentally the max working height of a 13.5m.
