Res care evacuation times

Can somebody tell me, please, where the 2.5 minute evacuation time originates? It doesn't seem to be in the old res care guidance and doen't appear in the current Scottish document.

It was publicly stated by a certain gentleman from BRE, who is a really cool dude, and one of the most decent and honest people in the business, that the 2,5 minutes came from absolutely nowhere and that the authors simply had no idea how long it would take and the  care industry could not or would not help.  The Scottish guide is much more pragmatic though less definitve and tells people the things to consider.

By the way its nothing to do with the national anthem, which was always a load of rubbish.

Youv'e done it now Colin! Stirring things up with the FOI and now this! 
I would rather hear God Save the Queen than Flower of Scotland any day. I reckon thats an MBE for me and the Tower for you old mate!

I believe the association between 2.5 minutes and the National Anthem originated from 1911. On reflection you are probably qualified to comment on its authenticity.

Perhaps we should undertake "modern building studies" ??

For instance:-

a) Find out how long it would take thirty "hoodies" to evacuate from a random McDonalds restaurant with one of those "Gangster Rapper" records playing in the background and use those findings as the basis for evacuation times for most normal risk premises

b) For care homes and hospitals we should watch how quickly an audience at a Cliff Richard concert can evacuate whilst Cliff croons "Wired for sound"

c) To establish the minimum amount of fire resistance required to support staged or stay put policies we should multiply the total number years the fire service college went without a valid risk assessment with the total amount of dodgy politicians expense claims shared by the total number of qualified fire safety experts at CLG

I have it on fairly reliable authority that the response to the consultation on the CLG Res Care was poor. Now they bleat.
