As The RRO applies to all buildings apart from single family dwellings and the interior of individual flats, what is the best recommendation where we have a block of flats which has a communal hall/stairwell, but no communal system.  Instead there is a part 6 system or battery alarms within the individual flats.
 
Is the registered social landlord required to check these alarms once a year and recommend a system in the communal area?

There are many threads regarding communal systems being fitted where they are actually quite inappropriate, but to give you a quick answer:

Providing the flats are built to a relevant standard, then it is highly likely that there would be no need for a communal system. If you have a dodgy conversion into flats then you might need a common system.

The maintenance of the part 6 system is generally the responsibility of the occupier, unless a contract states otherwise.
