.....Otherwise I would like to see the FRA which tries to justify this, and the level of staff training that such an FRA requires in order to stop god-knows-how-many punters following the accepted human behaviour of retracing their steps. (Once you have managed to pry them away from their food)

Civvy lets not forget it is absolutely standard practice in retail units in  shopping centres to train staff on the action to take in the event of a fire in the Mall.

Every single customer will have entered via the mall entrance  and in the event of a fire / smoke in the mall every single one of them may have to be ushered out of the exits via the service areas at the back of the unit.

BS5588-10 explains that people are likely to retrace their steps and it positively encourages the behaviour.
