Better Standard of Fire Protection in NI

Local Housing Authority stipulated a L2 system for a relatively small "shared" house. 3 Floors, 4 tenants in total (all known to each other and paying rent collectively). There are no other issues that cause concern and the house would be as described in case D5 LACORS fire safety in domestic and similar premises. They recommend a LD2 system which I thought was reasonable. It would also mean that the power meter could be of the card type. Interestingly when I asked the Housing Authority to review their stipulation their response was almost aggresive. They insist that NI has a higher standard of fire safety in HMOs than the rest of the UK, LACORS is of no consequence here and we could appeal in the magistrates court if we didnt like it.
Maybe I am missing something but I cannot think of any serious advantage that a L2 system would have over a LD2 system in such premises, can you?

Depends on the grade of devices used to give the L2 cover I suppose, but in keeping with the point of having two different standards if they wanted an all singing all dancing system they could still have said LD2 and insisted it was a Grade A system

Have you asked them to detail their reasoning for why they "require" an L2 system? i.e. would this provide any earlier warning than the LD2 system? Would it significantly reduce the risk and why? Or are they just code hugging?

It is their code so I expect they feel obliged to abide by it.
