Staff Alert At A Remote Premises

2 Hostels across the road from each other, both managed by the same company.  The staff are based all at one of the premises, due to restrcition of space.  In case of an alarm at the premises they are not based at, is there an easy, cost effective method of alerting the staff that the alarm across the road has gone off?  This, in conjunction, with CCTV may allow staff to get across the road and evacuate vulnerable persons quicker.

Options:

1) Wireless signal link

2) Autodialler over telephone system

Whether either of these options is 'reliable' enough, probably depends on just how 'dependant' the vulnerable persons are who need evacuating. If they can't do it without full assistance then I would imagine the link would have to be of the same standard of reliability and integrity as any other part of a fire alarm system and this can start proving expensive.

Or a very loud bell on the outside of the hostel?

Analogue private circuit from BT to link the systems in the two premises together. The fire systems must be configured to be fail-safe if the link fails.
