Could anyone enlighten me as to where the recommendation for a fixed fire suppression system for an area over 0.4 m2 comes from?

It's in BS5306-8 but doesn't explain where they got this from or how they came up with the provision table in general.

We are completely opposite to the US on Class F/K fires, we are quite happy to use portables as a first attack with a fixed system a still comparatively rare (think of the loads of fast food premises with full frying ranges up and down the country with no fixed system as well as still a fair proportion of pubs and restaurants) whereas in the US fixed systems are virtually default due to their fire codes, often have automatic fusible link rather than being purely manual and are meant to be first attack with portables as a reserve only.
