Dear Mr Sutton,
I work in the printing trade and have recently had a request from a client asking us to supply a poster which has been encapsulated in a fire resistant plastic.

We have often supplied encapsulated posters to them but my encapsulator understands his product to be flammable and we do not know where to source a non flammable sunstrate.

Can you help me please

There's no such thing as a 'non-flammable' or 'fire resistant' plastic.  There are 'flame retardant' grades of some plastics, but the classifications depend upon where the material is to be used and what for.  

You need to find out precisely what your client's requirements are - ask them to specify what standards and classifications they need you to comply with (e.g. British or European standards, such as BS 476 etc), otherwise it's guesswork whether the material will be appropriate or not.
