Having learned that the RRO Guide for Transport Systems is expected to be published in Nov 2006, does anyone have any idea how this guidance will affect the 1989 Regs? Are they repealed, or adopted in full/part.
I ask this question as my Brigade, and indeed all of the others with sub surface systems, apart from LFB it seems, have not been consulted on this guide.

Why should you be any different

Hardly anybody was consulted for any of the guides

All you got for each guide was a "Stakeholder Group".

Please remember why the Sub Surface Regs were brought into being. My point is that if a FRS is responsible for enforcing the regs, or something that is to replace them, then proper consultation should take place. Every responsible FRS was extensively consulted to draw these regulations up in 1980.

The Sub-surface railway stations regulations remain in force concurrently with the RR(FS)O.  This will continue until the Secretary of State is satisfied that there is appropriate guidance in place and it is being applied effectively under the latter, so that an equivalent level of safety is being maintained.  If you're a FRA, you need to continue enforcement of this (uniquely prescriptive) legislation as before.  The reason for this is Politics (capital 'P' - Westminster-style).

You're right, of course - they forget that sub-surface stations are found in other parts of the UK apart from London, and other FRAs apart from the LFEPA have to enforce the reg's.   If you're concerned, I'd suggest that you contact the guys and girls in Transport fire safety at the LFEPA - they'll probably be more than happy to share their latest views on the draft Guidance, enforcement strategy etc.

PS You'll be lucky to see the Guide in November!!

I'm well aware of why the regs cam into force. I am also aware that the only reason they werent repealed by the RRO is because the RMT threatened to strike, again!

This, as I understand it is pending. They wont move until Bob Crowe and, to a lesser extent, his mate Mr Wrack are happy.

Until then I believe that both sets of regs will be applied in tandem.
