Hotel with no fire detection

Is there a requirement for a hotel/restaurant to have a resposible person on site during the night when the restaurant is closed for business but there are guests in their rooms (which have no smoke detection) If so what training must this person have with regards to fire safety??

Thanks for the reply CivvyFSO. In answer to your question yes there is detection throughout apart from the bedrooms and the escape corridor on the first floor. Property has ground, first and second floors.

Sounds like a fire risk assessment is the first step. Having considered the need for detection and alarm, the escape routes and and the standards of fire resistance protecting the escape routes there may be a possibility in a very small hotel through careful and detailed instructions at check in, and careful analysis of guests individual needs,  to run it by remote control. The duty is to have an emergency plan that is suitable and sufficient. I have seen it work without a duty manager but in  very rare circumstances.
The duty manager should have training on the matters identified in the sleeping risks guide pages 111-115 which can be downloaded free at www.communities.gov.uk

As Kurnal says it is time to do a fire risk assessment. From the information given it would seem like the level of detection is not up to scratch. The sleeping accomodation guide would have detection in all bedrooms, and all escape corridors, and every room where a fire could affect the escape route.

If, as an inspecting officer, I found a hotel/guest house without detection in the rooms, and without detection in the 1st floor corridor I would possibly be looking at a minimum of immediate restriction/prohibition of the first floor for sleeping.

To get out of prohibition/restriction chances are a FRS would require an L2 system.

In Scotland there is no sleeping accomodation guide as of yet but I would asume that there will be very little difference in standards. Once again thanks for the reply. Steve
