there is detection throughout apart from the bedrooms and the escape corridor on the first floor. Property has ground, first and second floors.

As Kurnal says it is time to do a fire risk assessment. From the information given it would seem like the level of detection is not up to scratch. The sleeping accomodation guide would have detection in all bedrooms, and all escape corridors, and every room where a fire could affect the escape route.
If, as an inspecting officer, I found a hotel/guest house without detection in the rooms, and without detection in the 1st floor corridor I would possibly be looking at a minimum of immediate restriction/prohibition of the first floor for sleeping.
To get out of prohibition/restriction chances are a FRS would require an L2 system.
